It's common that the forum still works when the game server is down. I don't know the infrastructure details but you can see multiple similar threads here from past outages.

I mean, I couldn't even log in at all, so I don't know how I could get to the forums if I'm not logged in..  🤔  🤷‍♂️

If you have no HM cookie, you can read the forum but not post.

If you have an HM cookie, the forum will use it. BTW this last outage, it did process the login and set the cookie before it gave the "server is down" message and the cookie did work in the forum.

If you're saying you don't know the URL/address of the forum, it can be found via a standard search.
